BFI was organized in 1998, during the Philippine Centennial, as a cultural non-government organization (NGO) to manage the celebration of the annual Binirayan Festival in the province of Antique. It’s incorporators were the local government units and civil societies, educational institutions, and private sectors.
In 2005, under the administration of Governor Salvacion Zaldivar Perez, who also sits as ex-officio Chairperson of the Foundation, the BFI was revitalized and given full hand in the organization and management of the Festival, as well as handling the culture and arts program of the province. As an NGO, it is accredited by the Sangguniang Panlalawigan (provincial board) of the Antique.

At present, the BFI has the following programs:
Festivals management. It manages the Binirayan, Komedya sa Antique, and Karay-a Arts Festival.
Cultural promotions. It operates the Museo Antiqueño (provincial museum), produces Kinaray-a performances through the Hiraya Theater Company, and publishes the Binirayan quarterly newsletter to chronicle culture and arts initiatives in Antique.
Local and international linkages. The BFI has established links with the National Commission for Culture and the Arts (NCCA), UNESCO International Theater Institute, Cultural Center of the Philippines, National Museum, Philippine Association of Museums, Inc. (PAMI), Teatrokon: The West Visayas Theater Network, Center for West Visayan Studies, University of the Philippines, the Srinakharinwirot University in Thailand, and the Philippine American Cultural School, South Orange, New Jersey.
To run its programs, the BFI is dependent on its annual appropriation, sponsorships and donations, and funding from grant-giving bodies.
