RULES AND REGULATIONS GOVERNING LIN-AY KANG ANTIQUE |
1. Statement of Purpose. The Lin-ay kang Antique (LKA) is a search for Antique’s Ambassadress of Goodwill, an Antiqueña who possesses not only physical beauty, but also talent, wit, and character. As Ambassadress of Goodwill, the LKA must be able to serve the province during her reign in her capacity to participate in projects and programs in coordination with Binirayan Foundation, Inc. and other provincial agencies. 2. Selection Process. The Search for LKA is held during the Binirayan Festival through a series of competitions covering personality and talent presentations, interviews and other activities prepared for them by the committee. The final presentation and coronation shall be during a pageant usually held in the last Saturday of April. The activities of the Search for LKA shall include, but not limited to the following: a. Public presentation at Malandog Beach during Biray kang Baranggay b. Closed-door Interviews c. Preliminary presentation and interviews d. Talents competition (to include writing, visual arts, and performing arts) e. Final presentation and coronation 3. Selection Criteria. The selection shall be based on the following criteria, or as modified by the Committee: Pre-pageant competitions: Swimsuit presentation 10 pts (40% of total score) Gown Presentation 20 pts (40% of total score) In-depth Interview 30 pts (60% of total score) Talent competitions 20 pts (mean score) Best in Verbal Expression Best in Visual Arts Best in Performing Arts Final presentation: Best in Swimsuit 10 pts (60% of total score) Best in Evening Gown 20 pts* (60% of total score) Best in Interview 30 pts (40% of total score) Best in costume (variable) 10 pts General Conduct: 10 pts Rated by Committee 4. Declaration of winners. The candidates with the top five highest scores shall be declared the winners. A final interview shall be conducted and the one with the highest mean score shall be crowned LKA. The runners up, however, are equally important as they shall fulfill the duties of the LKA in case of inability. 5. Qualifications of Candidates. a. The candidate must be an Antiqueña, or has roots in Antique; she must be at least 16 years old, single, and a high school graduate at the time she joined the competition. Candidates below 18 years old, however, are required to submit a certificate of parent’s consent along with their application forms. b. The candidate must be endorsed by a local government unit or an Antiqueño organization or institution. c. The candidate must be willing to sign and fulfill a commitment of service to the Binirayan Foundation, Inc. from April 29 of the contest year to April 28 of the following year. 6. Obligations of the LKA. The LKA shall render service to the province for a period of one year or the duration of her reign, and shall receive remuneration applicable to her educational attainment and qualifications as determined by the Human Resource & Management Department of the province. She shall be assigned to work with the Binirayan Foundation, Inc. or other government agencies, to assist in on-going projects and programs. In line with this commitment, the LKA is not allowed to marry or to get pregnant during this period. 7. Rules of Succession. Should the winning LKA be unable to fulfill her commitment of service, the next candidate with the highest comparative score shall take over as the LKA. This rule shall be observed without prejudice to the first winner. The selection of five winners in the pageant is premised on this possibility. For purposes of turn-over during the succeeding search, the LKA who has completed the period of commitment shall have the honor to turn over the crown and obligation to the next LKA. All winners shall be invited to grace the pageant. 8. Prizes of the LKA. The LKA shall have a guaranteed cash prize of TWENTY THOUSAND PESOS, while the runners up shall receive TEN THOUSAND PESOS. Additional prizes in cash or kind may be determined by the committee pending availability of funds. The opportunity to serve the province and work with Binirayan Foundation, Inc. with remunerations is also seen as a long-term prize for the LKA. 9. Representation in other competitions. The main function of the LKA is stated in Item 6.0. In cases of invitations to participate in other beauty pageants (e.g. Miss WV Tourism, Fiesta in the City, etc.) The Binirayan Foundation, Inc., in concurrence with the provincial tourism office and other agencies, reserves the right to choose the official delegates. 10. Management of the LKA. The Binirayan Foundation, Inc. is tasked to determine the composition and organize the LKA Committee, who shall be tasked to manage the activities and conduct of the Search for LKA. 11. Effectivity. This Rules and Regulations shall be in force effective the approval of the Board of Trustees of Binirayan Foundation, Inc. Approved by the BOT on October 9, 2007.
